Homelessness Report Card
The crisis of unsheltered residents here in Salt Lake City is, and has always been, a statewide humanitarian crisis. Salt Lake City continues to lead on finding solutions, while calling for our partners to come together and shift the focus from short-term crisis management of space, into planning for long-term, sustainable solutions for homelessness.
2021 Goals
COMPLETE: Transition Community Commitment Program to a permanent, multi-stakeholder approach, connecting people with services and shelter.

The Community Commitment Program was made permanent through the Mayor’s 2021 budget.
INCOMPLETE: Support a rotating winter shelter solution that is supported by the county, the state, and other cities.
COMPLETE: Make measurable progress on a tiny home pilot project by facilitating at least six work sessions with community partners and using the findings to chart a path forward to have tiny homes in place by Winter 2021-22.

The City held work sessions and announced in April a partnership with The Other Side to bring a Tiny Home community online.
COMPLETE: Work with the Legislature and Governor’s Office on implementation of the Gardner Policy Institute’s Utah Homeless Services Governance Study and Funding Model.
INCOMPLETE: Strengthen the voices of individuals experiencing homelessness by creating or supporting a representative council of people with lived experience.

The Salt Lake Valley Coalition to End Homelessness has a client engagement core function group that accomplishes this and the City will support those efforts in lieu of duplicating them.
COMPLETE: Support our City Justice Court’s efforts to make court services available in each Homeless Resource Center.

Remote computer access to justice courts has been established in each resource center, and a high utilizer docket has been created monthly to simplify access to courts for many in HRC’s and in jail. The City also launched Kayak Court to take court services to people living along the Jordan River.
COMPLETE: Look for opportunities to utilize RDA and City resources to site and create alternative housing types for people at risk of becoming homeless and people who have traditionally been shelter-resistant, such as tiny home villages and shared housing.
COMPLETE: Support SLCFD’s Community Health Paramedics partnerships with local agencies to provide for increased continuity of care and more appropriate emergency response for at-risk individuals, identified through frequent use of 911 response.
IN PROGRESS: Catalog all criminal and civil statutes and ordinances that impact homeless individuals and make recommendations as needed for changes.

Research has initiated and will carry over to 2022 for collaboration with the prosecutor’s office and potentially the Justice Court.
COMPLETE: Explore creating and piloting a short-term life-event loan fund for low-income families to prevent homelessness.
